New York, 1925: Prohibition has made a profitable opening for those with a flexible moral compass, and those are in no short supply in the city that never sleeps. Dons, leading their crime families, set out for a profit in selling moonshine.
In this RP, you are a Don making his way in New York. In a free-for-all battle, you struggle for dominance over the city against the others, to build the most profitable empire.
Signups:
I will start the game on Friday, February 10th, if I have 5 signups at least. If I get more than 5 signups before that date, I will accomndate that, If I do not have 5 signups by February 10th, I will keep signups open until then.

How to play:
The map:
Not yet made. Will feature the 5 boroughs of New York, plus relevant areas of Jersey. The map will be divided into provinces, with a few containing Mafiosos but most filled with civilians.
Gameplay
Turns
Every phase represents a month, starting in January of 1925. In your orders (submitted to me by PM) you will dictate:
1. New recruits
2. Moves
3. Bribery
4. Shootouts you enter
At the end of a phase, orders will be adjudicated, a map posted, and a new phase begin.
Movement
Any unit can move to an adjacent province. It can also move along a subway line from any stop to any other stop.
Forces
You have two kinds of units: Associates and Made Men. Both have 1 bp, but there are differences. Associates do not hold a claim over territory, and are paid per action. Made Men hold your claim, but must be paid a living wage each turn. The Police (NPC) have inspectors (2 BP, move like Mafia units) and cruisers (4 BP, move 2 provinces at a time and cannot take the subway). At a later time, you can procure Capos (2 BP, move like normal units) and Jeeps (5 BP, move like Cruisers). Keep in mind that if 1/2 of all Dons procure Jeeps, the police call in 1 Tank for every 2 Jeeps (10BP, move like cruisers). Advanced units work like Made Men when it comes to holding land.
Police
All police spawn at city hall. Police spawn one unit of each type available per turn, as long as they do not have more BP than the two biggest dons (not counting Jeeps and tanks). Police units move out from city hall to the nearest consolidation of mafia.
Special Rule: Emergency Measures
If a Don controls either Rikers Island or Ellis Island, Police forces able to reach these areas will attack them exclusively. All police capable of reaching one of these targets in 2 moves will take these moves.
Special Rule: Public Enemy Number One
If a Don controls Ellis Island and Rikers Island, he is declared as Public Enemy Number One. This means Police will attack him and only him for as long as he controls either of these places. This also bars the Don from donating to the mayor's campaign
Land
City hall, Rikers Island, and Ellis Island are initially owned by the police. The starting neighborhood of each Don is controlled by him. The first Don to enter an empty neighborhood controls it. Then, the police or any Don may engage in a shootout to wrest control from him.
Special Rule: Cohabitation
Units of different dons may be present on the same turf. Unless a shootout occurs with the ruling Don, and he is beaten, the land remains under his control.
Combat
Combat will take the form of a shootout. In a shootout, a BP level equal to the difference in BPs will be deducted from each army, with lower-level units taken down first. Units then remain in the neighborhood, unless the losing force was the police. Losing police forces disband, and disappear from the map.
Special Rule: Rikers Island
Out of units taken out by police in shootouts, one-half will be taken to Rikers Island. Any Don that takes Rikers will get this accumulated BP as associates. If a Don holds Rikers, the BP is accumulated in City Hall (where it cannot be taken) until the mafia leave Rikers Island.
Money
For each province your men control, you earn an income of $20. This is from sale of moonshine, and other activities.
Every associate costs $5 per operation. Made Men require $2 per round. Capos charge $6 per round. Jeeps cost $6 per round and $2 per action.
If a single Don controls more land than the two smallest (still-playing) Dons, he loses 5% of all savings and 5% of all income to taxes, unless he has hired Attorneys.
Recruitment
Every month, the GM (I) will state the number of immigrants into Ellis Island, and the fractions of these available to each don for recruitment as Made Men or Associates. Other formations are upgrades.
Associates: Cost $5
Made men: Cost $10
Capo: Cost $20 plus one made man, or $10 plus two made men
Jeep: Cost $50 plus one Capo or two made men
Special Rule: Ellis Island
If one Don controls Ellis Island, he will have access to all immigrants, and the other Dons will have none. This means only he will be able to recruit new forces.
Techs
Techs here tend to be less research and more hiring
Capos
Description: Our Made Men can now organize small cells, and lead them. These leaders, called Capos will be truly helpful.

Automobiles
Description: Automobiles have made police operations efficient. If we get a piece of the action, it will expand us greatly.
Prerequisite: Capos
Cost: $200
Allows: Building of Jeeps
Bribery
Description: By paying off city officials, we can make the police go away
Cost: $30
Allows: Paying off the police in one neighborhood, for $100, once per turn, turning all local police into associates
City Planning Mole
Description: By bribing or blackmailing officials in city hall, we can get Subway lines built wherever we want
Prerequisite: Bribery
Cost: $30
Allows: Building a subway line once per 5 turns, at a cost of $500, between any five provinces you want
Mayoral Candidate
Description: By spending the most on the Mayor's electoral campaign in November, we can get the cops to leave us alone.
Prerequiste: City Planning Mole
Cost: $500
Allows: Donating to Mayor's campaign in the November phases. The biggest donor will be untouched by police in the next December, January, and October phases.
Attorneys
Description: Attorneys can help us dodge taxes, and scrape more cash at every turn
Cost: $200
Allows: Dodge size taxes, additional 10% income. $1 off all purchases
