Napoleon's equal rival should be Lord Wellington. That's how it happened in real life. Lord Wellington should have 5 in Infantry and Training and 3 in Move and 4 in economy. He should have Assault Art, Bugle, Sailor and Economy Master because after all, his name has a "Lord" to it. As I see it, both Wellington and Napoleon are poorly-built in this game. I see Napoleon as deserving Explosive, Banner, Assault Art, and Leadership. Wellington would then have Bugle, Defense Art, Banner, and Leadership. More on why that is so can be found here

I’d say Lannes is the best infantry general honestly, then washington then victoria. I find leadership to be a very important skill for infantry

I'd say dobeln/oudinot, then wellesley/washington and then kutuzov/lannes/suvorov.
If you dont want to spend too much real money on recruiting tier 3 gen, then consider either lannes, wellesley or washington. They've all got leadership and economic master( except for lannes), which can be useful when defending the city and having extra cash to spend next round. Then, you will can choose either dobeln/oudinot or both, however, note that their movement speed is not amazing, so gaiters for dobeln and tall boots for oudinot to improve their movement speed ( I like to concentrate all my units to a city/factory... fast before the AI starts stacking tons of line inf in front of the town. I would say between lannes and wellesley, I would pick the duke of wellington, just because buggle allows you to have no dmg penalty in different terrains (for mass fire skill, I just put on snare drum)

But in my opinion, I’d save one for Lan or Isabella. For me, Washington is a solid choice for pure inf. He has good movement, good stars, can trade, 5 training stars, leadership, mass fire. He is a great all rounder for any situation.

Imo, you are right, brock is strong. However, victoria is him with mass fire and defense art so why bother. Washington for a beginner might be a best option as he is someone who can soak a lot of damage and have hard hitting output in the lowest of healths.
