Well... We don't really have enough to start until we get those 4 slots filled. I say we act on 1 of 3 possibilities: 1. We simply wait until all slots are filled. This could take awhile. 2. We get rid of Japan, but that only fills one of the slots... 3. We combine them based on alliance system: Greece can take control of Serbia and other Entente Balkans, and A-H can have the Central Power Balkans. or we can modify option 3. Greece takes Serbia Rumania goes to Russia (in 1916 and 1917 they were pretty reliant on Russia) Bulgaria goes to the Ottoman Empire (why? Because no other ally of Bulgaria is this close to it than the Ottomans). Oh! And you can't annex these countries And, AH gets nothing. I cri |

I think Auatria should get something. Maybe Serbia (then we are guaranteed to have an alternate cause for the war  ) an then Greece should get maybe Montenegro and split Bulgaria with the Ottoman's. Bulgaria hates the Ottoman's anyway. Edit: Also I feel Italy is important. If we get one more player to take either France or Italy, @coolguy14 can take the other and we are set. |

Bulgaria hates the Ottoman's anyway. Western Bulgaria can be mine, the east can be Greek. But wouldn't that Greek area become an exclave? I mean look at that map I posted, (search 1900 map) this new Greek territory would be almost surrounded by Turks and Rumanians and Serbs. |

Come to think of it, what if Greece becomes the Balkan Union? That's probably more fair as it buffs up a weak nation rather than buffing up a bunch of already strong nations.
Maybe some land can go to others like Austria can get some of Serbia and Russia can get Bessarabia.

But Jean-Luc Picard highlighted the fact that the Balkans were at War with each other in the 1900s. The first Balkan war was all the Balkan states trying to gain independence from Turkey and gian some land off it. The Second Balkan war happened when Bulgaria decided it wanted more land and attacked the other Balkan nations. |
