It's hard to explain but rays to do. Example EW4 you want to make France control Prussia you need to find France which is 02 and Prussia is 05. You need to replace 05 with 02 and Prussia will be under France. My best example of putting it |

I believe Quintus Fabius and I would be ready to get back to work pretty soon if not now. I can't speak for him, but I would be ready this weekend (say... 3/19/17 - euro: 19/3/17). Or even earlier, but don't cross your fingers for it. *almost forgot to write down the European style of date numbering |
