Hey Wilhelm Ritter von Leeb or any willing/knowledgeable((?) Is knowledgeable even a word?), Can you provide an example of placing generals on units? Ex: Changing Rokossovsky to Vatutin in 1939 (Rokossovsky is in Moscow btw)

master66241, here is the example you asked for:
First, go to the conquest file and find the unit you want to assign the the general. In this case, the general's number is 07 below the unit HP.
Now, go to the general block (it is right below the unit block), find Rokossovsky's id, replace it with Vatutin's and that's it. (You can find their ids in the json files).
If you want to keep both Rokossovsky and Vatutin, though, you will have to go to the end of the block and add Vatutin's id along with his rank. Then, find who the previous general is and get his number. Vatutin's number should be +1. Replace 07 with whatever that number may be and you are ready. Oh, and don't forget to add +1to the general count as well.

(Is that even all the counts? If not, is it possible if you can tell me the location of all the counts?)

The counts are located on top of the .btl files, 81 01 is the unit count, 71 01 is the building count. I don't know where the general count is, 25 is the country count. All counts are located on top of the btl. files.
