So whilst modding this tidbit of info would have really helped. You may already know this, or you may not. So if you dont, read this thread. As I saw in netherfreaks post, everything was laid out, but I only discovered this while going through the countries. So when you get to the countries code, it always goes left to right, then down.
For example it goes, britain, norway, sweden, russia, alaska, canada. It starts at the very top and progressively makes its way down, so if you want to edit a country like japan, I would suggest scrolling down more.
Also, the country codes change throughout the conquest years, hopefully once im done with my mod, ill get a version just to experiment with. But I have some relevant ones.
1943: Russia 0c
America 18
Canada 19
1960: America 1c
Russia 12
Sweden 27?
Norway 24?
Sorry, I will try to come out with a complete list ASAP

Thats a bit more difficult. You have to find the location of the city on the hex map and just change that tile. It should be in the middle of the russian code, just to narrow it down a bit.
