Owing to an unexpected increase in mail volume, the value of mail shares skyrocket in the stock market, starting a boom in the scale of the South Sea Company.
Players may invest in mail shares, and other investments. The GM will privately roll to see if the investment succeeds.
More mail dinghies sail the sea. Roll 6 or higher to encounter one, 8 to find one w/ a mail carriage on it, and 10 to find important mail containing orders and such.

[HMS Diana - Gun Deck]
The Diana rocked backwards and forwards as it bobbed up and down in the sea. Every now and then something would roll across from one side of the ship to the other before rolling back the over way again as the ship sailed over another wave. Matt remembered when he was a young Midshipman. It wasn't too long ago either. It had taken him months to find his 'sea legs' as the older hands called it. He remembered stumbling one way before falling over the other way in the rough seas. The sea was even rougher here in the middle of the English Channel and Matt found himself wishing he was assigned somewhere more pleasant like the Caribbean. When he was promoted to Lieutenant he was given a transfer to the Diana which was tasked with patrolling the Chanel. He probably got the transfer because his father, an Admiral in England wanted to keep his son close to him.
He hadn't been on board the Diana for long but he was slowly starting to get to know the crew. There were Scotts and Irishmen as well as the English but there was also a Frenchman. Not only that but the Frog was a Lieutenant as well! Matt was baffled at how a Frenchman could possibly make it to the rank of Lieutenant in the ROYAL Navy. Naturally, like any Englishman, Matt was suspicious of the Frog and he could tell that much of the crew still was. He seemed to be a pretty good sailor, for a Frenchman and hadn't really done anything wrong. Maybe he's alright, maybe he isn't. We'll just have to see.
"What are you doing, Stephens?!?" Matt exclaimed as he noticed a young midshipman. "Why the hell is that lamp hanging above the gunpowder?!?!? If you've got a death wish I can throw you overboard off the coast of Normandy and let the Frogs have you but I'll be damned if I let you blow us all up!" God, was I this bad when I was a Midshipman? Surely not? Matt thought, wondering if this was the sort of reason that he was normally yelled at for when he was a Lieutenant. Though he never did anything as stupid as put fire over gunpowder.

Well, some of you have started rolling and such. If you roll high, it is established that you have some skill in the field, and you have a buff. Bolitho's encounter with Josias Rowley went well. From there, we could now assume that Bolitho has some skill in currying favor from his superiors and that he's acquaintances with Rowley. So any interaction regarding superiors or Rowley would have a buff.
Anyway, use these turns to roll and improve yourself (realistically). Make more story up on your characters as well. Now, you might learn a skill, but a roll buff will only apply if you've succeeded in its practical impelementation. Learning will only give you a buff once. On improving yourself, I'm willing to give events regarding what you'd like to improve. If you want to become a navigator, your ship will be lost for a bit. If you want to learn haggling, you'd be send to acquire supplies, and such.
On player to player interactions, do such without you dictating any if the other player's actions. When you duel a player, both you and him must roll. When you talk to a player, you can't assume his response. Combat system isn't just rolling one dice alone, but coordinated with the players you're fighting.

J9oqCbak I see a mail dinghy, as I got closer I realised no people are on it. I lead a group of men on board to see if we can find anything. 7 or more means we find some coins
We found a few coins on board but its crew is no where to be found. We leave the mail dinghy and go back to our own ship.···

It's only logical character progression, so to not risk it all on luck. Someone who charmed Admirals once would think charming Captains easy, for example.
Rolls, instead of just establishing results, establishes your character.

The crew of the Astree is put on the lookout for any of the strange mail dinghies that are now all across the oceans. (Need a 7 for Mickael to find any.) zIDb2abM One dinghy is found, but no crew is found on board, only some money and letters from some Scot... Weird. ·
