Added these two parts; 4) countries that are not part of a conflict may help the belligerents with a peace deal, but a country sitting in the corner of the world WILL NOT dictate it's demands to the belligerents via any treaty. Like Japan can't tell what UK, France and Germany get to do and not get to do in Europe, Japan can only help with re-establishing Peace but will not enforce it's will on anyone. 5) aggression will be tolerated to a limit, if I see anyone being the boss of anyone unnecessarily his country will have to pay, that is; i) in the first stage, your country gets some natural disasters ii) if you don't stop, civil war begins iii) if you still don't stop, your country gets divided in bits and pieces. Of course, perhaps he will go crazy with his GM power, but I can at least understand where he is coming from here. So far, I could be wrong.

Can't you make it so a person can take either three small countries or one big country and one small country? Also, do you consider National France small?

This is making me think of m current Kaiserreich game. I started a World War by assisting Austria in the civil war, Italy joined in and then National france did. National Britain joined and then Russia did. Our allies soon fell in line as Mitteleuropa, Qing and the European syndicalists.
After several years se signed a white peace and pretended nothing happened.

Can't you make it so a person can take either three small countries or one big country and one small country? Also, do you consider National France small? I would consider ts small. Not only does it have only a small pool of manpower but most of that manpower hates the French and the navy and airforce are rather small (navy is outdated). It also has huge problems with the Tuaregs so I'd say small. National France would be really hard to play without allies (which it has a few pretty much guaranteed) but if you had another country it would be fairer. I think there also needs to be a rule (it kinda goes without saying but we need a rule) that you can't pick counties of different ideologies/factions eg. You shouldn't be able to pick Lithuania (a German puppet and ally) and the Socialist Republic of Italy because they both hate each other's ideologies.
