Maybe this question was answered already, but still.
I saw here that the latest missions are for 20 medals each. I still have for 15. Which are the requirements for 20 medals missions? I am at level 99, and have 114 cities so far (I am not able to conquer more cities - enemy is too strong).
(I am freshly in Gunpowder age now, and I will need over 9000 medals just for lvl 5 general upgrade, so...)

Hmm...
I have already unlocked all cities with princesses/generals/items, and currently I am not able to win any battle/attack. That means 15 medals for me (until I upgrade generals...).
This is just vicious circle...

This is just vicious circle... Strange that You can't progress with the cities. Are You upgrading the skills of Your generals in order to make them more effective? |

Don't know why.
I upgraded just "relevant" skills of my generals. For example Hannibal's Bravery and Huo's, Lincoln's and Saladin's Logistics, and Nobunaga's both debuff skills.
I also upgraded Archer commander skill of Jhansi, but this was just waste of medals, because she is usually dead long before she could buff Moctezuma and Nobunaga...
Maybe the problem is that I don't have much items for generals (only have Paladin armor and ring). Medals, medals, medals...

Jhansi is not strong until Industrial. |

Attila might be an option...and probably Barbarossa. Your line-up looks kind of balanced. If it is, Richard would also be nice.

I have Barbarossa and Catherine, both at 4 stars. I also have all "coin" generals (all gray and several blue), but mostly on 3 stars.
Thanks for Richard, when I have enough medals for him, I'll try him.

Better go for Archer team as You face problems with Empire mode.
Archer team is the easiest way. Li Hongzhang and Nelson with their Commander skill and Leadership is Your priority.

Better to pay for a great general than to waste medals for promotion of unefficient generals. You have problems and I see the wayout in using the generals who can contribute into a better teamplay. This can be achieved by using the generals with Leadership and especially Commander skill. |

Thanks for advice.
So, from my current generals, who is really worth it? (I get the gray ones are not useful, only for missions medals farming).
So, here are my first 10 generals as they appear on the line (I suppose this is by strength):
Saladin 4* (logistics 10)
Alexander 4* (spy 6)
Bismarck 5* (rumor 5)
Nobunaga 4* (both leadership & spy 7)
Barbarossa 4* (commander 5, leadership 5)
Li Shimin 4* (logistics 4)
Huo Qubing 4* (logistics 9, bugle 7)
Lincoln 4* (logistics 7)
Moctezuma (healing 8, leadership 6)
Jhansi (commander 10, inspiration 10)
Who next? Richard with rumor and logistics for infantry line, Nelson (and Yi Sun Shin?) for archer/armor boost, Attila for cavalry boost?
I know. All of them :-)

If You will go for Archer team... leave Alexander and Lincoln behind. Don't invest anymore.
What would I do:
For now use Saladin (as Your only Cavalry in future), Huo - use before You are done with archers, don't upgrade anymore.
Barbarossa is OK but don't upgrade his Commander as You won't use infantry anymore. Leadership needs to be upgraded further.
Try to give Paladin Set to Jhansi in case she is too weak (at least before she will have Plunder in the industrial) and get Nelson & Li Hongzhang - they will make You team very strong.
You just need two more generals for Archer team. Focus on getting and upgrading them.
And don't worry It will become much much easier as soon as You'll have Your generals at 5*
There is a great difference between lv40 and lv50 generals.
So take Nelson - upgrade Commander skill only. Save medals for the promotion of Your generals (Nelson, Nobunaga, Jhansi, Saladin, Barbarossa).
P.S.: Have You taken all the green buildings in the campaign missions? Sometimes purple gear can be found...
P.P.S.: You do not need Richard. You have 3 Infantry generals (with skills upgraded) and they haven't helped You as You can see. Empire age generals are too expensive for You now. It will take a lot of time to promote them before they could be useful. Moreover Richard is not the one You need in Archer lineup.
