Apparently yes lol, and if you switch the tags inside and out, you can have a completely different effect: words that moves being hidden inside a spoiler!

So while playing HOI4 today, I got the Anniversary Pack (I dont play that often). I selected Hungary and it had no leader. I then entered the game and it had this random Hungarian dude in charge instead of Miklós Horthy, and the Fascists weren't in power so I couldn't join the Axis. I left and reopened the game, but the same thing happened again.
I suspect that it's either because I don't have the Death or Dishonor DLC yet (All though Yugoslavia, Czechoslovakia and Romania still have their normal heads of state) or its a bug of the Anniversary Pack. So be weary of this while in the field of battle as Hungary, comrades.

Ivan Kolev, there is a focus called Nationalism Focus that helps you gain fascism quickly. It should work to get Horthy in power.

I'm probably going to buy a pc soon, is there a steep learning curve for HOI4? I've seen snippets of gameplay and it looks really complex. I don't want to be learning how to play and then get zerg rushed by everything.

Yeah I've beat it three times (new game +3), still a fun game. Although it is getting slower and slower as my sword can not go past +10. By the way, I think the most chilling thing I've heard in a long time is the Oceiros cut audio. His original audio had to be cut from the game as it is too disturbing. He's carrying an invisible baby throughout the fight.. I wouldn't reccomend watching it.
