There probably is a guide somewhere that outlines Eye-Covers, but I feel like I have to keep explaining it, so I'll do another one.
Beginning an Eye-Cover:

An eye-cover is one of the generals that isn't real and is displayed at the top of your HQ. They have countries assigned to them, but the countries don't affect the eye-covers at all.

They are equipped with their own skills and stars, so you can make them however you want.

They have Health Points that act the same as any other general except they are user-assigned. To change the health points, first you should be pretty far into the game and have good generals, because Eye-Covers are expensive and you need good generals to support your investment. Secondly, to upgrade their health, click on any city with the green hat and tap the promote tab.

I personally recommend waiting until you have achieved a couple of skills to begin promoting them.

If you've reached M General, you should wait to upgrade their health until you've achieved good skills.

You can click on the tutorial tab to receive skills to improve your generals performance. These skills help maximize the output of your general on the battlefield. Appoint skills to see your general perform better.
When should I start an Eye-Cover?
That depends on the person of course. I recommend getting at least two good tank generals and one good artillery general before upgrading an Eye-Cover. Whenever I begun my eye-cover in my current save file, I had Manstein, Badoglio, Govorov, Patton, Guderian, and Yamamoto. The more generals the merrier of course. It is also good to begin your Eye-Cover when you are approaching Alien Conquests for artillery purposes. Of course, eye-cover can be begun from the very beginning if you are very good at the game.
What kind of Eye-Cover should I make?/What Skills should he have?
This depends on what kind of Eye-Cover you are making. There are two-classes of Eye-Covers in the game: Hybrid and Max-Output. The hybrid skills will be listed below.
For a Maximum-Output general, first select your general type. I recommend two artillery and one tank. (Infantry will be made during hybrid.)
1. Get your eye-cover to level 3-4 of selected skill: Artillery or Tank
2. Level their movement up to at least 2.
3. Begin upgrading the skills: Plain-fighting, Supply, Explosives, Barrage/Tide of Iron, and Ace/Shelter/Blitzkrieg to level 2.
4. Either start another eye-cover or upgrade skills to maximum.
5. Add air and navy stars.
This will vary from person to person as different people prefer to do things in a different order and have different strengths and weaknesses.
When do I begin a hybrid?
That's a good question, and it completely depends on the person. Hybrids cost many more medals, so it should be after you have at least one Max-Output Eye-Cover. Hybrids will be preferable for the end-game era, because they can accomplish more tasks.
