Can someone create a multi-war World Conqueror 3 mod?

I was thinking about making a mod for WC3 but my "primitive" modding skills are holdin' me back... (I don't know if I'm the only one there (⁄ ⁄•⁄ω⁄•⁄ ⁄) ) Anyway, if someone, only when you have some free time to spare, could do it (and every credit would be their, of course (*^^*)♡).
By the way the mod should maybe contain:

[☆1☆] 1939 is replaced with 1914 《World War One》:

-> WWI generals
-> Every nation from WWI should (maybe) have their flag at that time

[☆2☆] 1943 is replaced with 1939 《World War Two》:

-> The nations' unity (territories ocupied) from 1939
-> U.S.S.R. should have Moldova (the east side of Romania) and Hungary the northwest part of Romania

[☆3☆] 1950 remains the same 《Cold War》

-> Maybe the addition of The Vietman War
-> Cold War generals (maybe)

[☆4☆] 1960 becomes 2017 《Modern Warfare》

-> The addition of every country present today
-> Axis becomes EU
-> Allies becomes ULAN (United Latin American Nations)
-> NATO remains NATO (but only North America + Australia/Japan/South Korea/Sweeden/India/rest of European nations that aren't in EU)
->WTO becomes CSTO (+ Middle East nations)
-> The No Name Alliance becomes AU (African Union) (Idea taken from the North Africa Mod by Bismarck Junior)
