Can someone create a multi-war World Conqueror 3 mod?

Bulldozer is right. Plus when I'll probably start (in a 1000 years maybe), I'll add little states but not really many such as Luxembourg, Lichenstein, Transnistria etc. But I think that I would add another scenario where every country is divided in their most important provinces (i.e. Romania would be divided in Transylvania, Walachia, Dobruja and Moldova would be united with Republic of Moldova which is pretty much Bessarabia)

Anyway, I don't think that I would make any country neutral cause like that the player would have to make some wise choises.
