In Victoria 2, I have restored France to her Napoleonic glory. Or at least am on the way. .org/image/iv16lc64r/] .org/image/5qvm8pyob/] .org/image/aqt2g3ra3/] Now, I have over 100 infamy. This is slightly problematic because if you go over 25 infamy any country can declare on you to contain you. Not to worry though, I've defeated Prussia three times, Britain three times, Portugal once, Russia once, Austria once (Also annexing their Italian vassals), Belgium twice (They're not even a thing anymore), Netherlands once, Denmark once, and the Ottomans once (Launching an Egyptian campaign for a throwback Thursday to 1798). We have established a great Second French Empire with Napoleon III as our sovereign. We have established numerous Sister Republics, including: -Irish Free State -The Confederation of the Rhine -Baden -Brunswick -Polish Free State -Pomeralia -Silesia -Westphalia Now, only the Russians stand in our way of complete European domination. This shall either be the end of the beginning or the beginning of the end for the Empire.

On Steam right now... Civ4 and Civ5 bundles are both 75% off (more specifically the Civ5 itself, but the bundle itself is at 92% off).
I'm thinking of either paying $7.49 for Civ4 complete (+ Colonization HD) or paying $12.17 for Civ5 complete is pretty good.
I don't know if I should go for one or the other.
Edit: Personally, I am intrigued by the Civ4 mod "Fall From Heaven II". It's one of the most famous mods and popular for good reason, I'm sure.

And Civ3 has a mod called "Rise and Fall of Rome" by Pinkotpedia, one of the most incredible and complex mod ever for playing as the Romans all the way from 275BC to 700AD with the entire world against you at precisely the right period. That... is a Roman mod.

I used the play the original mod [Fall from Heaven] and I though it was vastly better game than the actual Civ vanilla game. It just had so many more features and super fun units not to mention an awesome unit upgrade system all in a fantasy type setting. The developer is just totally pro and answer questions too. I haven't tried FFH2 yet.

Spoiler: They are basically aliens with generals. They are both your endgame enemies but calling them the same as WC3 aliens would be incorrect.

You are forgetting the part where the terrorists are still humans and use human units and tactics while the aliens are well... aliens. Terroists uses infantry, artillery, tanks, and navy units. The aliens use some kind of alien ship. Individually terrorist units are weaker than alien units. Terroists still have morale. Aliens don't Terroists use airstrikes, paratroopers, missiles, and nukes. Aliens don't use any air functions. Terroists uses mines, aliens don't. In the end I would not call the terrorists we face in modern war the same as aliens.
