It seems smart to me to declare war on neutrals, neutrals usually have less protection than enemies, meaning you can capture cities more easily to insure you have enough recourses.

NetherFreek , campaign levels have a normal and hard difficulty. They are actually quite different. As I understand starting units are weaker while playing hard difficulty. Is this the only difference? Are other features (win conditions etc) the same?

Indeed, but for the hard one you also got aid from the ussr meaning i don't know how much harder it actually is. Anyway, that's better than wc3
