Before getting a beefed up infantry general with items and such, you should just save up for a good cavalry general. The general stated above is good, Golitsyn is also good if you don't mind saving 900 medals. Infantry generals aren't really that good compared to artillery and cavalry. You can get a good artillery general by unlocking Sophia, which can be done in a Europe conquest in under 60 turns. Bruh, I got sophia in sweden 1798 66 turns

About the original question: purely in tier 1, we have Duomoriez (4* cav, surprise, cav trainer), hull (4* inf, inf tactics, formation), marmont (3* art, explosive, engineering), and Frederick (3-4* trade, logistics, nobleman, econ expert, banner). These are the brightest I've found there, although I'm sure there're more. Sometimes I wonder why Hull isn't tier 2
Edit: L'estocq (3* cav, mobilty) is decent

In my opinion, Wrede, Dumouriez, Kutaisov, Marmont, Sokolnicki, Zakrevsky, Brueys, Blasius, Arnold, Rowland and Chichagov are the decent ones in tier-1.

But as artillery general he's very good for tier 1

I have both Kutaisov (110/5) and Dumouriez (110/6) and highly recommend them. They do a pretty good job with the right items,plus both are trainers which is one reason I have them. I use the potent gunpowder and helmet with Kutaisov,it works very well for me. With Dumouriez I use a cuirass and cav. sword, he's good with hvy. cav. with that sword and making an attack to take advantage of Surprise,but lately I've been using him with 2 armored cars and he packs a good punch plus is more able to take an attack. So, for the price in medals they're actually a real bargain as well.

Hey guys, I see this post has been abondened for more than an year but I read you can buy tier 2 generals with either medals or emblems yet I cant buy then with only medals do you know where could the problem be

It must be a glitch cause I have like 2500 medals and want to buy Golitsyn who costs 955, anyway I will just reinstall and hope the problem disappears. Thank you for the quick answer

I think that the best are any that later could be helpful with giving training star. Then you start heaper, but at the end you have free slot and profit. What is more youdon't have to start with the beast n the beginning what destroys fun in the game. (EW4 not pacific) . So Kutaisov, Koscuszko, Sulkowski etc, but all the trainers.
Easy success is not worth to be taken.

Hull is definitely a great early choice, as an infantry general to fight delaying actions or generally just be a meatshield can really help in the first two campaigns (a better meatshield with lower output could also be Rowland). Dumouriez or Hull (or Rowland) should be a first buy, and after that Kutaisov or Sokolnicki or Marmont as artillery to help w/ the output side of things, and last I'd go with the one you hadn't bought from the first buy, inf or cav.
Then I'd focus on a tier 2 art general (regrouping tier 1 into the tier 2 replacement), and then cav, and finally if you want an inf general (Dobeln is best, in my opinion). Golitsyn or Sulkowski make great last slot fillers from tier 2, and thats that. Now go get some princesses!
