In 1939, they start out somewhere small in the middle east and its Axis vs Allies vs Terrorists
Then in 1943, they expand to Russia, India, and Egypt. Maybe you can change up 1943 or something by having an axis victory and making it Axis vs Terrorists.
Next in 1950, the terrorists could of landed in America or something, and taken over all of Europe so it could be like a Terrorists vs America vs WTO
