I think they might be in Cold War scenario I just found out they could but they are rarely seen ports because they require level 4 ports and are only made in Britain and Japan |

you should know that cruiser maxed out only lvl 2 if lvl 4 then it's gonna be battleship

Yes they are buildable you will just have to find a level 4 port which may come in the 1950/60 conquest are added
