I think this skill can have some drawbacks as well... Probably it won't work against aliens. They do not have moral (at least in ET's version of the future ) and, as I recall, there was no effect when they were surrounded in Gog2 or WC3 Why wouldn’t aliens have morale?

Well, the course of actions demonstrated that terrorists (not aliens) had some kind of moral (luckily for us ) So, this question is a rhetorical one

I started wc4 for the first time a couple of weeks ago (better late than nevrr, I guess...) and I was wondering how many generals should have rumor, once I reach the endgame content.
Would it still be useful to give it to every general, or is it still ok to give it to just some of them? I was thinking that giving it to 2 tank generals, 2 artillery and 1 navy could be enough.

I think it's still a valuable tool for clearing difficult campaign missions with an under-strength team, but recently added challenges focus more on dealing a lot of damage and we have now more possibilities to increase our output as well as reduce damage received. I think that rumor on 2 tanks could be viable, especially if you make the new guy List part of your team.

Maybe giving rumor to 3 or 4 artillery generals and just 2 tanks would be better? They can deal the first hits to stun the enemy without retaliation. Anyway, I'm still far from reaching endgame content. I just finished the Cold War on normal with Guderian, Rommel, Konev, Leeb and Horton, not upgraded except for Guderian who now has rumor. Now I need a ton of gold and energy to upgrade the tech tree. I badly want the 100% chance to attack again after killing the enemy for tanks.

For guderian you could have rumour and inspiring instead of explosives. Inspiring works more effective the better your crit rate and crit damage is against units. Rommel will have rumour. List is now the third choice isn't he? He's got explosives but no rumour but that's np since he's got the perfect skills.
Rumour on navy is a must have-to deal with those rocket cruisers and generals. It's also quite handy against land targets by rumour locking them.

There are only 3 artillery generals that can have rumor + accuracy and art leader, but if it's only about rumor, then Donitz (who will probably be part of the team anyways) can be an emergency artillery general as well. As for tanks, you can delay this decision until you buy Rokossovsky.
