Can be lower, broke record again. The lowest possible I believe is 11 cities or you will be ineffective.
To break the record:
-Have all allies survive except UK and Spain, the UK and Spain doesn’t have to survive
-UK survive for more than 15 turns
-Spain survives longer than 20 turns
-Germany survives
-Allow allies to take cities
-target their weak units first
-target their generals and ensure their destruction quickly. Land Generals and units are first priority.
-Can Abandon cities if you know your Allies can retake it quickly
Suggested Nations:
-China
-destroy William by turn 3 and Wu R. by turn 5
-defend all starting cities, defense of Beijing is priority
-target Taipei, HK, Wuhan, Pyongyang, and Seoul
-Supply money to France and Germany
-Send most generals to the West, one or two to the northeast. Send ship general to Southeast Asia then the Pacific to South America
-Japan
-Destroy the Japanese enemy infantry general before turn 3
-occupy all Japanese ports by turn 5
-occupy all Japanese cities and Midway by turn 6
-take Taipei when possible
-destroy all enemy units in ships before they land
-destroy William if he sails to Japan
-destroy Wu R. , Preferably by turn 7 or 8
-help defend Chinese cities and attack Pyongyang and Seoul
-take all Russian Far East Ports by turn 8
-Send Midway units to Hawaii then to South America
-Give any allies at risk of defeat money, except UK and Spain(Unless they’re doing good)
-Ensure that all Middle Eastern Allies are alive
-Help the US if they lose 1-3 of these: Los Angeles, San Francisco, Washington D.C., and NYC. If they lose all four with no chance at regaining these, restart.
To Quote myself, I technically still hold the record for lowest city count 1980. This post was from July 2019. I never bothered to ping anyone since I held the record anyways. Now since I have been challenged again, please update the record. 1980 lowest cities at 17
