Also, since it is prehistoric, that suggests that political, economic, and military structure would hardly exist anywhere, so I'm wondering what these turns are supposed to be like.

There actually is quite a bit of knowledge on prehistoric Europe. Just look up Prehistoric X where X is the region and you're kinda set.
