Maybe lvl 99, or higher. We never needed to keep track of HQ lvl by endgame since our priority is farming medals for our gens. |

nothing? I've hit lv99 last night and my progress bar stays empty since then.
not that i haven't tried..today:
- finished 2 conquests (repeated, but yes they do add some experience, not only first time)
- done 2 challenges, for the first time
- successfully done 6-8 missions
- harvested at least 2000 experience points from Maui, Opera and Pharos
- spent about 600 medals on an EC
result=0
conclusion
so after lv99 (actually from lv90 in effect; 90 to 99 same bonuses etc) no further progress or benefits thereof available. experience wonders are total waste of resources. maybe build pharos to speed you up in very beginning.
but after lv10 or so, maybe even from lv6 (iirc) you will not be limited by low experience level in any way; you will probably have more things available to build/upgrade/buy then you'll have resources or medals for. having high level is rewarding for mission farmers,otherwise no obvious benefits.
