Alright, just beat this one with only 8 generals: Guderian (maxed, general), Konev (maxed, general), Rommel (almost maxed, L general), Rokossovsky (almost maxed, no hp upgrades), Yamashita (rumour, no hp upgrades), Donitz (almost maxed, no hp upgrades), Nimitz (no hp upgrades), and Leeb (50% maxed, no hp upgrades).
I used Donitz on a cruiser and Nimitz on a super carrier, everyone else was on a super or heavy tank. Donitz had a mid-level navy medal, and Nimitz had a low-level air medal but that didn't really factor into his damage. I used all my super carriers, carriers, and cruisers, plus one destroyer to kill the coastal artillery in Italy and take out some mines.
This level really boils down to using rumour as much as possible. Try to stun lock enemy generals as soon as possible. Also, this level is actually a bit easier than Gibraltar cause all the enemy generals in Turkey will actually come attack you after a while, so you don't have to kill them inside their cities. This level gives you 35 turns so you can actually spend the first 20 turns just taking Italy and Greece, and then blitz your way into Turkey the last 15 turns. Use nukes and paratroop Zhukov's city.
Land your troops where there aren't any mines. After taking Italy, which should be fairly easy, land in southern Greece and take Bagramyan's city while staying out of range of Chuikov. Then try to kill him in one turn. Once you do that, stay in Greece until Konev, Govorov, and Timoshenko are dead.
Your cruisers should prioritize attacking subs, and your cruisers should take out any forts. Donitz is pretty much immortal with a navy medal so you can use him + rumour to take out some more annoying troops. Blitz your way to the Suez port and build 3-4 subs so you can send your cruisers into the Black Sea. Try to take Zhukov's city within 2-3 turns of taking Rokossovsky's city (after he moves out of it) so you won't have to take too much damage.
I think it's a glitch, but troops you buy won't be able to go into the water in this level, so if you're buying anything only do it in Turkey. If you have to buy troops in Greece, Italy, or Sicily, just buy light infantries.
