Qing Dynasty 1900:
Military: With British forces invading we will have to counterattack them. By cutting off trade with them, we might be able to slow their supply trade for a bit. We will send divisions North to counteract them.
Political: With the invaders and non-centralized government, we are facing major political instability. The Kuomintang is seeking a chance to gain supremacy over the government. The Chinese government has locked themselves in the Forbidden City until the Kuomintang "instability" passes over.
Economic: We are facing a trade crisis with less and less exports to foreign powers. We are trying to promote the consumption of goods within our borders, but it isn't working.

See the military turn above this post. How do players agree on the "victory number"? I assume a general idea basing on strength of technology, strength of numbers, and strength of position? At least try to be realistic and fair, no wild ramage of rolling 4s all over a player and winning easy battles. The whole situation with France melting down (for the 3rd and final time) was an unfortunate necessity in a lesson being learned.

See the military turn above this post. How do players agree on the "victory number"? Usually, you will decide. If you make it unreasonable, then a GM or Exec will ask you to change it. When in doubt, make it higher than you think.
