Hmm, why do you think of 4 like that? Well, I've heard that if you possess enemy land, you can't build fortifications on it. That doesn't really make sense. Acutally, if you possess the (capital) city of a province, the entire province & its territory is yours. Then you can build your forts/strongholds. However, if you've yet to own the province, even if you have troops standing on soil belonging to said unclaimed province, you cannot build forts/strongholds on the tile. You can ONLY build anti-air weapons on tiles you own and tiles your troops are on.

Option 4 is debatable though.
Due to my habit of anchlussing land ti makemy nation look strong & the fact that I feel like I'm making progress with the bordergore, that I really like bordergore.
On the flip side, I don't like a random fort popping up somewhere far away that I have to waste time & troops to destroy to conquer a nation in EW4.

1: Knocking out France straightaway? Very smart of Manstein. 2: Weather forecasts before weather forecasts were invented? Very smart of Zhuge Liang (or whoever who did it.) 3: Making an awesome and popular movie series everyone loves? Very smart of Lucas. 4: No bordergore? Very smart of Easytech. 5: Discovering gravity and a large part of Physics? Very smart of Newton.

By "possess enemy land", you either mean the area, once your enemy's, is yours now, or, your unit is in enemy territory. If the area is yours, you are able to build fortifications in it. If your unit is on enemy territory, you can't build because you can't build fortifications when a unit is there and the other areas are your enemy's.
