So in summary, for artillery the 1st slot would be Govorov; while Bai and Konev contest for the 3rd slot. All the IAPs could be 2nd slot. But who's the actual non-IAP 2nd slot artillery general? (I don't remember seeing it in this post, and yeah I'm a noob lol) Oh and it was mentioned that Badoglio won't be in the top three arty, even though he's quite good.

For me the second best artillery general is Badoglio... Fair enough, although I did hear people saying that Badoglio's output in late game is not quite enough. I haven't tested it myself so I have no idea

Govorov is definitely a top choice. Though, I prefer Konev because I play conquest most of the time so I need generals that move fast. So it basically up to your preference.
