Yamamoto has 2 movement stars more and lvl2 defense, dowding only got 1 lvl supply higher. Especially if you realise that yamamoto can be used for navy-air as well..

Alien comes, and Arnold is done for As an air general, his main job is to use planes and missiles, but not guns and cannons(except someone like Student, Kesselring, Montgomery, Patton and Eisenhower). Dowding has 3*art, but he is eliminated because his movement. Why would you want an air general who cannot run when on arty, and cannot fight on MI/ST?

So if Blamey a mid-level artillery general gets to be called "Guardian of Brisbane", how about the PERSONAL God that favors Brisbane if he was there instead of the Guardian?
