India is hardcoded to go nuke-crazy warmongering in the modern times. It's an intentional feature in homage to the infamous aggression level glitch in the old Civ games when the peaceful Gandhi suddenly flips out and threaten with "OUR WORDS ARE BACKED WITH NUCLEAR WEAPONS!!" word for word. India starts with a level of 0, which no other civ has, but the modern age reduces all civs down by one, and negative one is an illegal integer outside the bounds, so India moves around to NINE instead. For comparison, the maximum possible aggression levels of militant civs is five, so it's nowdays famous for that lol. About India, 2K Games(The company that made Civ games) needs better education than Easytech.

Idk if it's possible to edit the timing of leader names to be selected but from my experience with modding Civ3, the leader gets his name from whichever name is next on the list for that civ (basically, it doesn't matter what era it is) I can only assume it might be the same for Civ6.

Or maybe did you get the latest patch? I noticed that Civ games has a very high number of patches (nothing like the crazy OCD Paradox Interactive folks, though lol). Check with CFC, one of the best websites for Civers ever. It's one of the largest collection of information on Civilization from the 1st one to the BE, and 6, etc... even including SMAC (Sid Meier's Alpha Centauri), Colonization spinoffs.
