I’ve never seen Admiral Sampson spawn on the west coast before. Challenge or normal? Normally, he should spawn to deal with a nearby threat from the sea. |

He probably just spawns at a certain round, like many other generals do.

I've seen Farragut spawn on the West Coast before, along with Sampson. Nothing new to me haha

Maybe all other available ports were occupied and blocked off, so when his scripted arrival time came, he spawned at the next available option.

Yeah, but the player is France and they are allies so I don't think they would spam him for a battle. Maybe there was a enemy port that had a ship so the ai countered the spam.
