Halsey is 300-400 medals higher priced than Kuznetsov. If you were planning to put air star 5 once you get Kuznetsov get Halsey. Halsey may cost more but if you want air/navy Halsey is far better, that extra star maxes for the difference (in medals)+ Rumour, now you have possible endgame potential(?), with an extra carpet bombing. Then again, Nimitz who is way better than Halsey is just 300 medals more expensive than him.

And if you want a powerful air general, get Arnold. 1300 medals cheaper than Yamamoto but has the same performance, in addition to having the same rank, 4 movement stars and Level 4 Rumor. He loses Yamamoto's naval stars, but due to his Rumor, Arnold is quite strong on submarines.

That’s true, but due to Arnold's built-in 4 movement stars and Level 4 Rumor costing practically the same as his purchase prize, Arnold has more cost effectiveness.

But on a side note, Nimitz does have some not very good skills. Nimitz is more of a Air Carrier General then a Cruiser General. He is basically a Weaker Version of Yamamoto and I rather use Donitz for Navel Combat.
