Can be decent on his own if you give him Raider. Unfortunately, Mannerheim has better skills than him, and is just around 100 medals more expensive.
Peng D.H. is still better than Zhu D., however.

Both peng and zhu are weak, and I can one shot them as guderian on a tank in 1939 conquest against ROC  |

Albert is more Air than Infantry while Peng is more Infantry than Air. And you practically stated why Kesselring or Infantry/Air hybrids in general are bad. |
