Fedor von Bock , you are destined to go above all one day. There may be a day where you might even surpass me, but it may actually be closer than you think. This is the best of Bock we have seen yet, and he will hopefully only get better from here. (4/5 for now, may or may not change in future games) Wait until Easytech nerfs you in WC5 and then puts Bock as a gold-tier instead.

There is another side of the coin as well. It may be called "the problem of number 6". When you reach Modern war campaigns there is a question "Who will be your 6-th general". And it was a tricky one, because most of the time you will use only 5 triple stacked units of heavy tanks and rocket artillery. Sometimes you will use your Navy general, but there are land missions as well. So you need a support general on some available vehicles like medium tanks. And Bock is quite capable for this job, though I think Messe is better... Timoshenko is perfect for that role. Though personally I would choose Rokossovsky.

It is always a matter of patience, I believe. Of course, the stronger is your 6th general - the better. But that means a lot of grinding. Meanwhile it is possible to complete the game with a modest lineup. So, I would prefer 5 first rate generals and some support generals like Arnold, Messe, Kuznetsov simply because farming is a pain in WC4.

Konstantin is the next best option if you aren’t going to buy Manstein. Erwin is a must-have. Use Mannerheim only for clearing difficult Infantry missions like Exercise in Petropavlosk. He’s otherwise useless late-game. Use Arnold only as extra Rumor and if you’re going to rely on him. Like Mannerheim, he’s otherwise useless late-game as air generals are unneeded. And like Bing said, do eventually replace Kuznetsov with Dönitz.
