Rehi best75,are you grinding and sweating and spending medals or are you spending real money?
If you dont want to spend real money (for emblems/tier 3) then these medal generals from Tier 1 and Tier 2 are quiet good:
Infantry: Oudinot, Dobeln, Hull, Zavreski, Lusingan.
Cavalry: golitsyn, Dumoriez, Charles, L'estoq, Bennigsen, Ney, Golitsyn.
Artillery:Marmont, Dumoriez, Grouchy, Sokolniki kutaizov.
Artillery is nice because they mostly dont get retaliated when they attack. Cavalry is good cause they can attack multiple times (or attack then conquer town in the same round) and so level rank easier.
Priority should be to win enough medals to afford a couple decent generals then try to win some free princess right away.
Maybe someone else can chime in with other generals suggestions.
Edit: Added Infantry Oudinot per Grayfoxcz excellent suggestion. Anyone else has other names that might have been missed? Or don't agree with this list?

I will be grinding for those medals. I can't get any emblems so I will be getting them from tier 1.

Tier 2 is better.Tier 2 gives you a choice of purchasing generals by either spending emblems or by spending medals.

Oh I though for tier 2 you had to use both the emblems and medals. Well thanks for letting me know

I much prefer good combat skills to stars, because you can always increase stars but you can never improve skills. Leadership is great but only if the general also has combat skills. Combat skills are the ones that add min or max damage ect..

What about Lefebre (mass fire - some 675 medals) or Picton (mass fire + ?formation? - 750 medals) or Oudinot w/ snair drum?

Good suggestion Grayfoxcz, Oudinot is a very good medal general pick. Oudinot stats include inf.tactics and formation and bugle so he is highly focused on raw damage,he also starts out maxed @5 inf stars. He lacks the best inf skill (mass fire) but as you mentioned that can be fixed with a snare drum and 2 combat skills > Mass fire. I will add him to my best top picks list of medal generals.
Hull is similar, cheaper but not as good, he has the useless trench skill instead of the much better bugle skill and he is much cheaper @ only 550 medals and start with only 4 infantry stars.

I was scrolling to get Picton, so I found another little gems - jordan w/ explosive, ballistic, formation and useless skill. Sadly he needs to be regrouped (2 or 3 star in arty and 3 star inf) but he should be even better than grouchy once on 5 stars. Berthier w/ strike, mobility and explosive but only 2 star cav
OT: Shouldnt this star/skill disparity be called French general syndrome?

Eh, plenty of generals have similar issues; in fact, most Tier 1 generals suffer from exactly that. The French just tend to have a whole lot more of them, that's all.

If you're prepared to spend forever on this game to grind but not spend any money on it, then eventually you should be using Sophia, Isabella, Victoria and Lan since they have better skills (apart from Sophia but you need her before you can get the rest of the princesses) than most other generals and also cover all three of the land unit types. You should also keep searching for these cheap tier 1 trainers and be regrouping them into your princesses to beef up their stats. Now there's only one problem with this: having by default only 4 general slots means I must spend money on at least one extra slot if I want to do some regrouping for all of the 4 princesses. So for me I'll decided whether to spend that money or not depending on whether I have any luck unlocking these princesses.

Well, lucky you! Now you'll be able to complete the campaigns with much more ease than others would. Although really, 7 slots is the most optimal choice since you want to have room for 6 generals and 1 trainer.
Also, don't ever expect to be using Victoria. She's more of a trophy wife than anything- by the time you acquire Victoria, you will have probably maxed out on everything else in the game, including the campaign.
