The guy can't catch a break. ET made him hilariously bad in EW4, and pretty bad in this one (Garibaldi is pretty much strictly better than him).
Why though? He did pretty well IRL. ET must have some grudge against him.

Collingwood, for example, served as Nelson's companion after the latter became a vice-admiral, if I’m not mistaken.

True, try fighting him in 1812 though. He is actually very similar to Vorontsov. I agree that since med kits exist, you would better off with someone like Karl or Masséna. He has redeemable qualities, just not enough. He is like Wellesley but without intercept Bad comparison. Vorontsov is complete garbage.

Gave him the best items to compensate 1815: Louis feels like he’s among the best generals in the game due to how strong he is with that Ferguson Rifle, Ambulance and mostly Level 4 skills.

Guaranteed worse gold tier infantry general and possibly the entire game Wrecks Spain whenever you play as France in 1812 or 1815, though.

He is actually not that bad. He's about on par with Wellesley in damage and really tough because of ambush+cover. Both are pretty decent survivability skills I'd say. Of course, mountain is annoying to use as infantry and he can't siege, so his survivability isn't that useful because his existence on the field is less valuable than people like Massena.

Plus only prince rank on a defensive general. I will say this though, he may be among the worst french infantry generals, he at least always has the best items when given to you
