Say what you want about Tactics Master. But you can’t deny it is invaluable on navy. If you want a navy general without tactics master, just use Falsen. He is no worse than Jones. Say what you want about Verhuel, but navy raiding is very devastating towards the enemy whenever land units get inside the water. There is nothing more important than being able to attack twice for navy units.
