Is this guy even worth it? Well, playing Holland on a regular basis makes the answer negative in this case I think. A general with good skills can be somewhat weaker than his rivals, but 1. Not with only 2 good skills. 2. And not that pathetically weak...

Also he can only go to Count, which means pathetic defense, battle ability, and max lv3 skills.

Netherlands 1798: Verhuell gets killed by a British Frigrate when stationed in a corvette. Britain 1798: Hood defeats 2 French frigates with little to no effort when stationed in a corvette.
For a general who’s less than 500 medals in terms of cost, he’s pretty much a 0.5 star and that’s with pity.

I'm pretty sure a non-upgraded Falsen does better than non-upgraded Verhuell. Plus, Falsen is a free gen.
Yes, Verhuell's Tactic Master is good, but it requires medal investment to make it useful & practical. Escorting is his most notable skill.
Falsen's Helmsman is similar to Verhuell's Tactic Master, but it's usefulness can be worse than Tactic Master if it activates on the blow that kills Falsen, or during a weak enemy attack. Line of Battle is a very practical & useful skill. Counterattack is always a handy backup skill for additional dmg, unless you're dealing with enemies that have the ability to avoid counterattacks.
Falsen goes up to Marquess, which is better than Verhuell's Count.

Go for Falsen or Victoria.

Best naval general. He's the counterpart of Clinton, so of course he's gonna be the best. Can deal 90 damage with 2 telescopes when he crits. Tell me that's not op.

Worst naval Admiral,in the academy. Why would you get him? Give me one good reason.
Why would anyone get any navy general for that matter? If so,then get the best Nelson already has the best navy skills and not waste your time on sea anchors.

But seriously tho, Nelson, Treville,Jervis and Sakurako should be the only ones people should consider getting. Verhuell, as Cyrus the Great stated, is just too op to be used or considered. As for buying a navy gen, it's for the crimean war challenge. There are some challenges there that you need a navy gen or 2 to complete with 3 stars.

But I am training Sakurako, she seems to have the skills. Btw,Falson with upgraded navy tech not too shabby.
