Since you already have an air general I recommend you get an infantry general, preferably Jean Lannes. Sadly he's not in the game so I'd say save up for Guderian. Afterwards you can sell Student and get Göring.

Ok so it is either Guderian or Mannerheim. I can sell Student when I buy Mannerheim but Guderian does 100+ damage when on plain terrain.  |

Get Mannerheim, he has very good health and is a great general. Id save up for Guderian after Mannerheim, but that's just me.
