Belisarious has two debuffs, even though one is just lowering morale. I feel as though he deserves more credit than he gets. I once thought about if he is good enough to join the group. Almost everyone has Nobunaga, so his Spy is not irreplaceable. Bugle provides a solid bonus, but you need to flank or attack twice with him. Considering that in InfCom you already have Caesar, Barbarossa, Peter, Petain, and possibly Nobunaga and Bismarck/Cleopatra, it is really hard for growth rate 3 Belisarius to win Richard and Alex with high damage, Xerxes and Spartacus with Commander(Spartacus has Bugle also!), and Joan the recon. True. Is it possible to replace caesar with Moctezuma. They might be on two totally different units, but Moctezuma has cure master and leadership, and is a lot cheaper to upgrade to the max. Plus you could also say he is like having a second Nobunaga on your team due to his debuff skill.

However, Leadership is not a rare skill in mainstream (aka ArchCom and CavCom) lineups because most people will buy Li Hongzhang or Edward. If you get Jhansi or Asoka only(not rare either), then Moctezuma can probably play well as a supportive role. Still, all based on preference and current situations.

I just don’t know if I can implement him on my final team: Infantry: Peter, Richard (already bought) Cavarly: Blucher or Khan, depending on the situation. Archer: Nobunaga, Washington (bought), Nelson Artillery: Li Shimin, Napoleon (both bought) I don’t really know if I can squeeze him in my end game build.
