You don’t have to hold both ports, so don’t try. Leave the Supercarrier up there to delay losing the top port as long as possible and deny landing spots for land units. The port on the bottom is more defensible. The key thing is that there are only two slots that can attack that port from the sea. Try to block off access to the port by putting the carrier and another unit in those two spots that can attack the port. When they are running low on HP, build another ship in the port and put Dönitz on it. Since they usually get subs out front, you might want Dönitz in a triple stacked submarine or a double stacked Cruiser for the raw HP. Don’t attack any subs that get right next to you. Avoid taking Retaliation hits. Since they can only hit youbwith two ships per turn, Dönitz should be able to hold out. Don’t bother trying to kill the subs. You can use a couple of air strikes to bring their HP down and reduce their Combat effectiveness, but you don’t want to kill them because they will just be replaced by a fresh attacker. Keep the sub general out of those attacking spots if you possibly can.
Use Konev and Manstein and the other ranged land units to attack embarked units. Block landing spots by putting any unit on the shoreline where an enemy might be able to land. If you are running short on units, prioritize blocking when an enemy gets right next to the coast. If you have to leave a shore spot undefended, make sure they won’t be able to come ashore on the next turn. Shuffle land units around as needed.

You can just let the enemy take the upper port and focus you effort on the bottom one. Try to get the enemy's land unit (or anything but submarine) to occupy the upper port and let it sit there until the last few turn. Then you can murder it with your land unit and take it back. This way, you do not have to waste your resource defending the upper port. Defending the bottom one is just like soonerjbd mentions above.

I confirm it is easier to hold the harbor on the bottom.
But this stage is the most infamous of the game in my opinion. For the fourth time, I failed at round 14... You need a strong self-control, believe me. Next time I fail again at the very end, I will literally destroy my phone against the wall.

Been trying this but failed. My Yamamoto simply does not have the HP last to that long against the enemy subs, missiles, and nuke. I need to give him some upgrades to his rank and promotion if he is able to last long enough. The only way I could see my self doing this in my current state is doing what kanue, said and try to retake the upper port near the last turn.

If the enemy land unit is on the port and you have a land unit next to it they won't acually attack. They just sit idle. Of course the problem is enemy navy. We just have to get it near the end when their navy is in the south trying to take the bottom port.

You can also save a general slot and enough resources to build an extra ship. Put any general in that ship once your carrier general dies, just for the HP. I think it is critical to keep two ships, including carrier general, in the spots that can directly attack the south port. If you let them block you in, you can’t move out to build a new ship.

Try not to kill all the cruisers. One will occupy the upper port. Kill it in a proper moment so You can reoccupy the upper port same turn immediately. And You probably don't need so many generals on shore. Save one to assign to the unit who will reoccupy the upper port. In this case they will nuke him instead. That's how I did it.

stoic, I got this one, built it immediately. Now I have all the resource wonders. I admit in my game I was a bit lucky in that the infantry General acually went for the port, giving me an easy opportunity to block the port back off. .org/] [/url]
