This is partly on the behalf of Franz von Hipper and because I hope to gather some tips on how to blockade the Russian fleet. It's obvious that the only way to have a 3* clear is to sacrifice the first 2 forts and blockade the the Dardenelles Straits. After losing the first 2 forts, anymore losses will NOT lead to a 3* clear because there are 10 forts in total, and exactly 8 are left after the outer most 2 forts fall. From what I can gather, by mid-game, you will start to encounter a steel shortage. Even when a factory is set up in the city in the far west, this is inevitable. Thus, I recommend spamming militia when you know you are approaching a shortage because the main goal is just to block the Russians so the militia can act as cheap blockades (in troop carrier form). Next, I feel like the only way to carry out the blockade effectively is to spam corvettes on every turn. Their 3-hex range makes offense possible and they are the best we have. On gen deployment, your best navy gens should be deployed on the starting fleet, weakest inf gen on the starting line inf and best arty gen on starting arty piece. Everyone else is to be distributed among the spammed ships throughout the blockade.

Naval gens on ships, then spam arty and put all your remaining generals on arty units and sail on western island to make your stand there. Spam militia for absorbing damage. Don't think defensive think offensive.
