I don't see any guide for it,so I decided to make one.
Edit:Turns out there is one,but after I read it,our strategies are a bit different.There are lots of ways,I suppose.
Even with one or two generals and beginner tech,it's easy.
Here's what you need:
-A decent tank general(I used Messe)
-A decent artillery general(I used Leeb),it's optional but it will make things easier
-Most importantly,upgrade your artillery movement.This is extremely important to achieve a S result.
So I divided my troops into three fronts:Northern Europe,Southern Europe,and Asia.
Phase I
Northern Europe:Build triple stacked heavy tank in Moscow,put your tank general in it.Rokossovsky is used to bombard Finland.Mannerheim will go to the sea and get killed.Use Bagramyan and whatever troops you have there to defend.
Southern Europe:If you have an artillery general,put him on triple howitzer here.You have four artillery generals(Chuikov,Konev,Voronov,and Govorov),so you have a lot of firepower here.Attack the unnamed Romanian city,then defend for a while from some generals.Spam triple howitzers or double if not possible.Use your navy to harass the Romanians.Also,take Krakow if possible.
Asia:Withdraw from the city east of Yamashita.Some motorized infantry may attempt to attack your empty cities,so use infantry to beat them.Gather everyone else to defend against Yamashita.
Phase II
Northern Europe:Finland should have fallen or critically damaged.Start spamming triple howitzers here.Help Poland.Attack the Germans and liberate Copenhagen.France is desperately fighting in her last European cities.
Southern Europe:Accumulate your triple howitzers.Crush everyone in your path and annihilate all Bulgarians,Romanians,and Hungarians.Watch out for Italy.They will send some reinforcements.Do not worry if your generals die.
Asia:Still the same.Defend.
Phase III
Northern Europe:Push into Berlin and other German cities.Coastal cities usually have zero HP,so use your paratroopers.Attack,attack,and attack.Do not hesitate.Then attack Spain.
Southern Europe:Split your forces into two.One attacks Italy.Another attacks German southern cities.Merge the European group with Northern Europe Group and crush Spain.Begin attacking Africa.Use paratroopers and Air Force.The Italians and Spanish,who usually own Africa,has had their economy decimated.Send one or two bombers and paratroop.
Asia:Begin spamming triple howitzers and attack Japan.Beware:Japan has strong economy.You don't have any reliable generals unless you have one of your own.Your allies won't help you much.Mongolia is either defeated or has too few troops.China only has one or two cities left.India sends some random troops to help China.Britain is still fighting Thailand.However,if you achieve some success against Japan,your allies will improve their performance.
After that,it's just mopping up enemies.Use missiles.
i finished in 60 turns,but could have finished earlier if Spain didn't take some random ports in who-knows-where.

did it with no generals in 19 turns for my world record. However, I had FULL tech, which means that if you do not have full tech you might need generals to make it easier. Defeating the balkans quickly stops spam, which leaves germany without allies and easy to defeat. I agree with you, artillery in the balkans is op with govorov, chuikov, voronov and konev. They can easily wipe out romania and hungary fast, leaving bulgaria and italy exposed. Very nice guide, I dont see you often in wc4 so great effort m8! 
this strategy is about the same if you want to speed run no generals 1939 ussr, but with generals guderian is sent flying towards berlin while konev annihilates the balkans. Oh ye, yamashita and rommel decimate the japanese and conquer seoul in no time.
