I'm not sure what breakthrough is, but i think he's going to be one of the best cavalry generals because of march. I'm going to rate him a 5 for now, and later dissect if he deserves it.

Breakthrough is the skill that allows a general to ignore the unit’s defense, in this case a fence.
The AI doesn’t really use these though, so to me it feels like a waste of a skill.
Not bad, but not a scipio or arminius

There was an analogues skill in EW6 (for example, Murat has it) and it was absolutely useless. It could be not so bad if AI was programmed to build those defensive constructions, but unfortunately AI never does such things. So, basically we have -1 skill. A silver cavalry general with 3 good skills will be equal to Antony therefore (with lower price though).

I think anthony is better than huo. Him attacking cities, grabbing them, and using forced march to get him from one end to the map to the other would just abuse conquest I am sure. I am considering purchasing him instead of upgrading my generals to consul

I played one campaign mission, and was curious how often Mithridates will deal critical damage. Not only Mithridates, but no one else either did it at all! Yes, it was only one mission, but the point is that critical damage (though great) is somewhat inconsistent. On a positive side, it is possible to replay some difficult missions hoping that next time we will be lucky...
