Let's look at him closer. He has 7 stars in infantry and 6 in navy. This is Agrippa with 3 less stars in navy. First let's look at his navy. He has six stars, Brave, and Sailor. Apart from giving him the highest potential crit rate in the game when he is on navy, he also is all the navy you will need, what with your commander, Pompey, and Him. Now for his infantry. Compared to Agrippa, the have the same starrage, but it is Roar and Intercept versus Brave, Formation and ambush. IMO, I prefer the latter. In terms of skillsets, I think Lucullus is a better infantry. Now, onto price. It is true that Lucullus' price difference is made up by his rank. However, I do not that there is much of a need of a 5th stack for Lucullus, with his Brave and his Ambush providing the lost Survivability and giving him a higher crit rate. So if, and although you may dislike my argument for why we should, let us suppose that the additional rank is completely minute. This makes Lucullus 200 medals less. For that, you can buy equipment, or upgrade skills. I discussed formation in a past thread, and although it is bad, often for me it gives me an average of 3-5 damage a turn (when maxed out with a flag). Trenches, while the AI does not build them, are pre-built like mad. Many say Brave is bad, but I think it is pretty good if you have at least one survivability skill. So In conclusion, Lucullus is a replacement for Agrippa, with being worse on navy, but sufficient, and better on infantry.
