If carrying a flowerpot to battle gives you better chance of winning, then he's doing it right. But... sadly its not how things work, so no matter how golden and shinny he gets his flowerpot to be, he will remain a bad choice.
I would give him a 2, not too bad, not too good, but the low navy potential just makes him be hard outclassed by others with similar price or even cheaper. Skills are not up there neither
