Historically Varus is famous for getting ambushed. When he came and became governor or Syria, It was rich. When he left, Varus was rich and Syria was poor. He was a governor and not a general. At Teutoburg forest he was with his best friend Ariminus, and Ariminus "left to get german reinforcements". Ariminus then betrayed him and Varus became the third generation of his family to commit suicide, following his Grandfather and Father. He could have been a good governor if economy skills existed but they don't.
Don't get him, he's literally famous for being ambushed and betrayed. He sucks.
