Has anyone gotten a 3 star on this mission yet? Is it possible to beat it while also having a population of above or equal to 36. Any advice will be appreciated thanks!

Nevermind just got it haha.
Make sure you read what pompey is trying to tell you. Head south with all your units and take that city. Build two things with your culture: the +20 troop count and the governor tactics (to spam forced marches. Be careful not to go east at all at first, otherwise caesar will come down.
Next try to encircle the cavarly general to the east with all your units. Make sure he gets rumored. Once he is destroy them. Then take the city. Once you do, anthony will release. Now this is very important, encircle and kill him before you proceed. Otherwise he will take back the city you took in the southwest. Make killing him your number one priority.
Afterwards, simply go up and take the remaining city, spawning a couple cheap cavarly and swordsmen units every other turn. Then finally take the city and your done. I recommend doing it first hurrying, because after a certain round caesar will come down and wreck everyone
