How should I approach this? My allies refuse to take the city and I cannot keep 6 of their units alive before the enemy reinforcements arrive.

So just completed it (I'm guessing you mean challenge). What I did was rush up north to take out the fort and enemy units there before the French could get damaged too much. Took out the units on the top right then pushed southward with the French. By the time the enemy got reinforcements, the city was already at half HP and I barely managed to get the 15 enemies killed before my last 6 allies died. *I barely passed this mission so it might not always work. This is just a general idea for how to compete it*

I did it. Push with your allies but I used very strong generals.
