After getting a new device, I decided to start the game over. However, I purchased medals before. When pressing the Restore button in the store, nothing happens.
Does anyone have any suggested on what to do next?

First does the new device have the same operating system as the new device? So if the previous device was iphone, your new phone should be an iphone too for restoring purphase to work (Android to android also).

Yes, they are both on iOS and I am signed in on the same account as the old device. It did find the old save game, but it won’t find the purchase history.

After doing some more digging online, I found that expendable items (in this case medals) can’t be refunded, only permanent items (like generals). So I don’t think it will make a difference to contact them. Anyways, thank you for your response, as it is always welcome.
