Upgrading HP should always be the last thing you upgrade unless you have useless skills. |

It's generally useful, but it's not absolutely necessary. I completed the game free-to-play (including with 3 stars in every Crimean war mission) with all my generals at major general level.
Anyway, if you have already upgraded the useful skills, you can start upgrading the ranks of the generals who sustain the most damage (cavalry, then infantry)

Rank is not necessary after you upgrade general rank to M Gen because M gen unlock 2nd Item Slots after that is not important unless you upgrade skills all of other general skills already and have ton of Medals and don't know what to do with it.

Till M general is enough since you need the medals to buy other generals as well.
