I can occupy all the cities but I cannot keep up with the enemy generals retreating to the sea.

I'm having the same problem. My army reaches the shore in very good condition but then the enemy just dips out to sea and I can't get my troops to sea quickly enough.

I managed to complete it now. Actually a lot easier then I thought. You just need to hit the generals hard and quick before they go out to sea. The trigger is one of the northern objective generals. Richard and Timur's abilities help a lot when attempting to stall out the retreat.

It is also possible to finish them in the sea battles, reserve some technology points for best ships with bonus movement (you already given the +1 naval mobility in the national policy)

Okey, just went through it, I needed a few attempts I must admit.
What I suggest: Fortresses are super hard to take down, not only because of their 1650hp, but also because if you dont step over them, they will insta-recruit a whole new squad, so pointless focus them. Ignore attacking these. Focus on the cities, first Perigueux (mostly with deployed general and the two we're given around Limoge, attack from the south, placing a troop on the 5 movement tile cost tile behind the river will lure the full-infantry squad to take down without receiving tower fire, and then smash in) while (this is very important) the 2 two-squad troops above Limoge should both become 3-troops squads (either on city or fortress, but in the first turn) and their main focus is to circle from the back La Rochelle, hitting Humphrey and avoiding John Talbot. They will block John when he tries to run after. Take down Dijon. This will lure Richard, which is fine. Killing either Richard or Edmund will trigger the general retreat that is the common way to lose the scenario. Ideally kill Edmund first, as he is more resistant and will be always closer to the sea to run. Killing him first guarantees top side to succeed. All the remaining main-target generals will run. Block John Talbot until the troops at Perigeux catch up. Do not miss Thomas, who will be the slowest to leave, but will try as well. Warning: if any red general reaches the red water tile, you instantly lose, so beware.

From memory I managed to clutch a last round win with my last attack by focusing as a priority on the gens I knew would retreat. Get them first (or damage them badly enough) and only then focus on taking objectives. It was not that difficult that way, whereas focusing on objectives first was a guaranteed failure as they flee too fast once the retreat is triggered. I also remember using cnut and giovanni at sea with good ships made a big difference as when battle shifted to naval I was able to keep chasing and clear out enemies quickly enough to finish the remaining fleeing gens just in time.

Try to keep the symmetry and make sure your southern troops will reach the shore to block the escape for Talbot-Jr and his friends… before you attack the farest northern target city and Talbot-Sr in the south. You will need more troops to recruit in the south. French axemen, for example, who are given ‘cheap bonus’ could be great. You may need them to occupy enemy’s castles to prevent them from spawning. Keep the very southren target city as your last target, once the target troops will leave it - both would be easier options to defeat/capture… the mission on hard is really interesting and has lots of options - improvise, use the advantage of war gear (cannons and iron ballistas lvl 3), take terrain into notice to make sure your troops are moving fast (if you got speed gems - that should help as well)…
My generals for the mission were: Nevsky and Xao (both with Noble Cav lvl 20); Subutai (cheap musketeers in Paris); Alfred (his ability to break the city walls); Baldwin (swaping skill in the south, when there are many troops for small space); Cnut (first to defence); Alexios (cheap cavalry); Timur (arching at his best against target troops);

One thing I realized after finishing this is that you really just have to shred everyone first before you deal a death blow to anyone
That and make sure your main dmg dealer will not die

The triggers are:
Old Talbot's reinforcements at sea to the west - Hitting the castle east of La Rochelle or Perigueux. Perhaps La Rochelle itself could be another trigger. General retreat - Defeating 4-5 target gens.
IMO, it seems like knocking out the Normandy forces before triggering the retreat is best. The ships in the English Channel are too close and the reinforced gen in Caen needs to be knocked out ASAP. Maneuvering around La Rochelle is a good plan, but beware the gen outside the city. He will close in if you get too close. Also, it seems that Old Talbot's troops may block the western forces if lucky.
